It's been tilting more to horde pretty strongly since BFA and warmode after being nearly perfectly 50/50 during WoD and much of Legion but it's still far better then the other rp servers. It IS however a former Rp-PvP server which means it's roleplay community is not quite what others will be.Also some of these sites do not factor in low level toons or they only calculate levels 10+. Like take Moon Guard, one of the largest Alliance RP realms however almost a good portion of the population is stuck in Goldshire not really contributing to the realm. If you are a new player, I would never join a pvp server as it will remove your appetite to play when you will reach level 30ish. I was first thinking about keep playing on TBC but Noggenfogger is 100% Horde, low population server and I’m alliance. There were littery 1 player online and 0 stuff on AH.Firemaw will likely have login queues at the release of the expansion and every major content release too. But it has a healthy population, you'll never have an issue finding a raid or arena partner. Earthshaker is pretty decent. It's a nice populated server. Def a lot of people around. It’s more of a self-contained place as opposed to other servers that have a ton of connected realms and CRZ in open world.
